ACCIDENT NO MORE!!!!!! Province Foresee No Life Wasted In Road Mishap

It is a known fact that several years ago, one of the major contributors of death in the province is road accident.  It comes in number in terms of casualties and victims.


While it is true that road accident cannot be prevented, officials of PGAS have come up with an idea of passing measure minimizing it.  Thinking that life is valuable than any other things, Hon. Emmanuel L. Dairo, Chairman of the Committee on Public Works, Infrastructure, Public Housing and Land Use authored Ord. No. 72, series of 2011 entitled:  “An Ordinance Enacting the Traffic Safety in All Roads and Highways in the Province of Agusan del Sur.”

The Ordinance aims to 1) avoid fatal road accident resulting to the loss of lives; 2) promote public safety, facilitate traffic flow and regulate speed on public roads and highways in the Province of Agusan del Sur; 3) remind concerned agencies to perform their roles and functions pertaining to the Ordinance; and, 4) encourage every stakeholder to observe and take active role to minimize road accident.

Ensuring a mass-based legislation, numerous hearings and meetings were done inside and outside the Province of Agusan del Sur; as well as public hearings to the thirteen municipalities and one city from April 12, 2011 to May 11, 2011 to come up with a more tenable and effective measure.  Line agencies such as the DPWH, LTO, PNP/HPG and DILG were consulted with and contributed much to its realization.  Violators of the Ordinance will be imposed with certain penalties.

To oversee its implementation, a Road Safety Committee was created and is composed of the following:

Chairperson:
Chairman, SP Committee on Ways & Means

Co-Chairperson:
Provincial Engineer (PEO), Provincial Legal Officer (PLO) & Provincial Director of PNP

Secretariat: 
Chairman, SP Committee on Infrastructure

Members:
DOTC-LTO,  Provincial Director of the DILG, District Engineers of 2 DPWH Engineering Districts, Highway Patrol Group, Municipal Mayors, Liga ng mga Barangay Provincial Chapter and SP Chairman, Committee on Public Order and Safety.

Weighing scales in two (2) strategic locations along the maharlika highways will likewise be established to prevent its destruction.   Ensuring its effectiveness, a seminar and dry run on on-hand operation of weighing scale were done sometime last December 1-2, 2011 with all the line agencies participating.
By introducing this measure, PGAS had struck a balance between different views of the community, and had fully taken into account the traffic safety concern of the public.
