SP Agusan del Norte conducts benchmarking to emulate Agusan del Sur’s Paperless Session

Patin-ay, Prosperidad, Agusan del Sur – The Province of Agusan del Norte signifies its interest on the paperless procedure in the conduct of the Sangguniang Panlalawigan (SP) session by conducting a benchmarking activity on August 24, 2017.

At the ground floor of the SP Session Hall, Legislative Tracking and Services Division Head Cecile S. Pagar from the Office of the Secretary to the Sanggunian Agusan del Sur briefed the team from Agusan del Norte headed by their SP Secretary Gerry Joey Laurito on the advantages of the paperless session procedure that include hassle free data banking, less cost, faster session process, less manpower, upgraded ICT skills and environment friendly because lesser paper are used thus lesser trees are cut for the production of paper. After interactive discussion, the team from Agusan del Norte proceeded to the office of Vice Gov. Samuel E. Tortor to pay courtesy call.

Agusan del Norte IT team members Calvin Caalim and RJ Vincent Lopez were amazed to see how simple and easy are the process used in the actual conduct of the paperless session.

The SP Agusan del Sur is known as pioneer province in the conduct of the paperless session of which they wanted to follow and replicate. It is known as an easy to do mechanism that addresses the long term problem on laborious and expensive production and reproduction of documents used in every Sangguniang Panlalawigan session. The project was a brainchild of former Vice Governor now incumbent SP Member Santiago B. Cane, Jr.

Other LGUs who came to visit and benchmarked on the Paperless Session since its inception in 2007 were the Cities/Municipalities/Provinces of Pangasinan, Zamboanga Sibugay, Camarines Sur, Misamis Oriental, Davao del Norte, Copostela Valley, Dinagat Islands, Island Garden City of Samal, Nueva Ecija, Panabo City, Sto. Provincial scholarship offer for indigent students of Agusan del Sur

April 7 would be the deadline for the submission of all documents for the application of scholarship offered by the provincial government to “less-fortunate” but deserving Agusanon-students who want to pursue their college education.

The Provincial Government of Agusan del Sur under SP Ordinance No. 14 S. 2006 is accepting applications for college scholarship for School Year 2017-2018 to poor but deserving students of the province. All application for scholarship would be submitted to the Office of SP Edward Plaza – Mellana the chair of the Sangguniang Panlalawigan’s Committee on Education.

SP Mellana thru an interview by DXDA Radyo Agusan Anchor; Mr. Jay Solis (hear the full interview thru this link https://www.facebook.com/100009478578378/videos/1814308495561752) said the program is intended to less-fortunate but deserving individuals who want to pursue their studies in college. The scholarship is open to 100% Native (IP’s), Non-native and Person with Disability (PWD). The qualified individuals can choose any four-year course.

The  SP Ordinance  cited that  the provincial government would  shoulder the entrance and tuition fee, miscellaneous fee not lower than P1, 000, uniform allowance not more than P1, 000 and monthly allowance of P2, 000  to all qualified applicants for four- year courses.

Aside from these, the province also granted scholarship program for Medicine proper, Law, UPOU (University of the Philippines Open University), doctorate and master’s degree.

For medicine, according to SP Ordinance No. 106 S. 2014 the scholar will receive P20, 000 tuition fees per semester, P3, 500 monthly cash allowance P12, 000 book allowances per semester, P10, 000 board review support and free entrance and miscellaneous fees.

Another 100 qualified scholars will be granted through the Expanded Scholarship Program under the Provincial Ordinance No. 107 s. 2014 that will benefit the free tuition fees not exceeding P10, 000 per semester.

New Provincial Scholars join the roll

TRUE TO PUBLIC SERVICE in the field of education, 171 young and hopeful Agusanons are added to the list of scholars of the Provincial Government of Agusan del Sur, making them 557 all in all for this school year 2016-2017.

 

The new scholars who came from 13 municipalities and 1 city, together with their parents or guardians attended an orientation on the afternoon of May 19, 2016 at the Provincial Covered Court.

 

Entitlements, Scholarship Conditions and Causes of Disqualifications are some of the major topics that were discussed. Application for Automated Teller Machine (ATM) accounts for the scholars’ allowances were conducted with a representative from Land Bank of the Philippines. Assignment of boarding houses among the Indigenous Peoples was done with Mr. Melvin Tiu, a representative from the implementing office, the Provincial Treasury Office.

 

“It is my hope that you, our provincial scholars will not waste this opportunity that the province has afforded you. Out from the hundreds of applicants, you are lucky to have qualified, so please study well and finish your courses”, Hon. Edward Plaza-Mellana, chairman of the Committee on Education quipped during his Welcome Talk.

 

Topics discussed were enriched during the Open Forum before the orientation ended.

 

This school year, The Sangguniang Panlalawigan approved Resolution No. 1486, series of 2016, authored by Hon. Edward Plaza-Mellana funding the following number of scholars; Medicine Proper 22; Doctorate Degree 6; Masters Degree 8; Academic Non-Natives 105; Full-Blooded Indigenous Peoples 98, Persons with Disability 15; Distance Learning at UPOU 6 and Expanded 297.

 

“We are happy and so thankful to be part of this community. I had so many sleepless nights worrying on how can I continue my college education”, says one of the scholars after the orientation.

 

The  provincial scholars this school year will be presented to the public and will be confirmed by Gov. Adolph Edward G. Plaza during the Grand Opening Program of the 24th Naliyagan Festival on June 12, 2016 at the Naliyagan Cultural Center.

15th SP attends Enhancement Training

Prosperidad, September 8: A one day training entitled “ SHARPENING THE SAW: An Enhancement Training on Parliamentary Procedure and Quasi-Judicial Investigation” was conducted for the members and staff of the 15thSangguniangPanlalawiganat Annex B, Provincial Training Center, Government Center, Prosperidad.

This training aims to provide enhancements in terms of knowledge and skills on the Legislation procedures to ensure and enhance the delivery of duties, functions and responsibilities of all legislators and staff. It was made possible through the determined efforts of the Office of the Vice Governor in coordination with the DILG (Department of Interior & local Government).

It was actively participated by all members of the 15thSanggunian, their technical staff and a number of personnel from the Office of the Secretary to the Sanggunian.The morning session with the topic on Parliamentary Procedure was discussed extensively by SP Board Member Santiago B. Cane, Jr. as resource speaker. Board Member Cane is a favorite pick among lecturers on the topic, who has been sharing Parliamentary Rules and Procedure even at the national venues.

The Quasi-Judicial Investigation topic was discussed by Atty. Jesus B. Doque, IV. He is an expert in this field being a former Director of the Department of Interior & Local Government and current Legal Consultant of the Local Government Unit of Valenzuela City, Caloocan City, Sta Rosa City and Province of Cebu to name a few. There was also a brief presentation of DILG updates specifically on the Seal of Good & Local Governance(SGLG) by Provincial Director Arleen Ann R. Sanchez.

It was an engaging, informative and interactive activity for all the participants who attended it. Once again a very successful training concluded and participants are all looking forward to the next Capability Enhancement activity.

PGAS honors Students, International Awardees

 

CELEBRATING VICTORY, the Provincial Local Government of Agusan del Sur during the flag raising ceremony on July 8, 2013 awarded a group of students who won in the recently concluded international competitions.

Allaney Jia G. Doroy, a grade VI pupil of San Francisco Pilot Central Elementary School bagged 2 gold medals for winning both the Individual and Team Philippines-Standard and 1 bronze medal for Team Philippines-Rapid during the 14th ASEAN Age Group Chess Championship held on June 6-13, 2013 at Chiangmai, Thailand.

The 11-year old Agusanon who was named the 1st Youngest Female Women Fide Master (WFM) in the Philippines, received a new laptop right and then from Gov. Adolph Edward G. Plaza who was also so proud of the child’s exemplary achievement.

Also in the field of inventions, 13 students from Agusan del Sur National Science High School garnered two gold medals, 1 silver and 1 bronze medal, Korea University Invention Association Special Award and International Intellectual Property Network Forum Leading Innovation Award during the 2013 Macau International Innovation and Invention Expo at Fisherman’s Wharf Convention and Exhibition Center, Macau China on June 28-30, 2013.

The researchers namely Quinly Mar D. Omanglad, Yva Faye G. Castro, Lady Kristelle Van Z. Alaan, Norelyn M. Elladora, NQ B. Camarao, Erwin Royce O. Unson,  Vunn Jon Whan A. Teposo, Liezel I. Cavan, Charlene Bahalla,  Divine Mercy Q. Palad,  April Joyce Martinez,  Ace Michael B. Magalso, Roselle D. Bustamante, Jessah Mae D. Largo, Joy Bernabeth S. Opiana,  Arfe Joanne C. Goyo were coached by Norelyn M. Elladora,  Ace Michael B. Magalso and Liezel I. Cavan.

Gov. Plaza in his short talk after the awarding said he was very happy to recall that Agusan del Sur National Science High School which was just established in 2002 through the efforts of the provincial local government is now already producing empowered and science oriented individuals.

“Once again, we have proven not only in the country but also in the world that the kind of education we have in Agusan del Sur is globally competitive in the field of science and sports”, Gov Plaza added.

Awardees will receive cash incentives from the province pursuant to Provincial Ordinance No. 7, series of 2003.

VICE GOVERNOR CANE GETS A THIRD TERM

WITH AN OVERWHELMING 134,799 votes, Santiago “Santi” B. Cane, Jr. was once again proclaimed Provincial Vice Governor in Agusan del Sur; with 60,699 votes over his closest opponent who had 74,100 votes.

Winning in Bayugan City and 12 municipalities, Santi Cane,Jr., a graduate ofBachelor of Science in Commerce, major in Accounting, and known for being the Father of the Paperless Session in the Philippines gave a good fight by citing his record of superb performance as a former Sangguniang Panlalawigan Member for three straight terms, and as provincial vice governor for two terms.

He had authored a number of landmark legislations in the fields of education, health, youth and development, economic and social services.  Per record he authored 82 Ordinances, 1,326   Resolutions and   co-authored 8 other Ordinances.

Despite grave character assassinations and name-calling and painful massive demolition tactics during the whole duration of campaign period by his opponents, Cane who believed in clean and truthful campaigning remained steadfast in presenting his platforms and in supporting the whole National Unity Party (NUP).

Asked how he felt about his winning, Cane said “From the very start, I never had an iota of doubt that the verdict of the people would be in my favor. I know I will win this election because I have full trust and confidence in our people of Agusan del Sur having seen and felt that I have worked hard as vice governor for the last six years and I have been a good partner of Gov. Adolph Edward ‘Eddiebong’ G. Plaza in all the programs, projects and activities that promote better lives for all Agusanons.”

“We are very happy that Sir Cane won again because our province deserves a good vice governor”, a retiree in Bayugan City tearfully said. Cane, who will serve as the presiding officer of the 14th Sangguniang Panlalawigan beginning at noon time on June 30, 2013 thanked all the people who supported him, mentioning specially the former Gov. Valentina G. Plaza, re-elected Gov. Adolph Edward G. Plaza, Congresswomen MariaValentina G. Plaza and Evelyn Plaza-Mellana of district 1 and district 2, respectively, the members of the Sanggunian Panlalawigan, all his workers and supporters, and he also asked those who did not support his candidacy to bear with him in the next three years and work in harmony with him “para sa katawhan” during the flag raising ceremony on May 20, 2013 at the Naliyagan Cultural Center.

He further said that the election fever is over and that it’s high time to buckle up for work again.
